An administrator saw me and stopped me in the hallway.

He had just been working with [i.e., yelling at] John, an eighth grade known gangster and student with some pretty significant issues related to motivation, respect, and attendance.

"Is he in special education?"
"No, he's not in special education."
"Well, he should be!"

Should John be in special education just because he made the administrator mad? Should special education become [i.e., continue to be] a form of punishment?

The good news is the administrator was able to displace his anger onto me in the hallway. I'm glad I was able to help the administrator. Now I'm displacing that anger into this post!
