A great starting point for a recipe for the implementation of RWOL as a service delivery model is NASP's position paper.

All of us should read it and use it as the basic foundation or starting point for RWOL.

This original Position Paper was adopted by the NASP Delegate Assembly in 1986; revised in 2002. Original references were Reschly and Telzrow and Tankersley.

The famous position paper is found at the following URL:

Here are a few excerpts, specifically as they relate to services:

"Problem solving models [i.e., RWOL] offer...
1. Screening and general education intervention;
2. Curriculum and functional assessment;
3. Reallocation of resources;
4. Assuring student rights to free and appropriate public education;
5. Assurance of quality instructional program;
6. Assessment of outcomes
7. [address issues related to] school personnel and facilities."

As is true for any service or program, there exist issues related to implementation. "Effective implementation of RWOL require:

1. Administrative support.
2. Comprehensive and ongoing staff training.
3. Community and parent involvement.
4. Assurances of financial support.
5. Readiness for and commitment to change.
6. Evaluation of student outcomes."
